Petitions for start dates on or after Oct. 1, 2026 (FY 2027) are being accepted. The trainee category has no cap.</div> <h2 id="overview" class="s">Overview</h2> <p class="b">The H-3 classification has two parts. The trainee category is for a person invited by an organization or individual to receive training in fields such as agriculture, commerce, communications, finance, government, transportation or the professions, or in a purely industrial establishment — training that is <a href="https://www.uscis.gov/working-in-the-united-states/temporary-workers/h-3-nonimmigrant-trainee-or-special-education-exchange-visitor" target="_blank" rel="noopener">not available in the trainee’s home country</a> and will help their career outside the United States.</p> <p class="b">The special education exchange visitor category is for practical training and experience in educating children with physical, mental or emotional disabilities. <a href="https://www.govinfo.gov/content/pkg/USCODE-2023-title8/html/USCODE-2023-title8-chap12-subchapII-partII-sec1184.htm" target="_blank" rel="noopener">No more than 50</a> may be approved per fiscal year.</p> <p class="b">H-3 is not a way to fill a job. The trainee may not be placed in a position in the normal operation of the business, and may do productive work only when it is <a href="https://www.uscis.gov/policy-manual/volume-2-part-j-chapter-2" target="_blank" rel="noopener">incidental and necessary to the training</a>.
